Before the fighting began Assad was negotiating to buy new tanks, mew fighter jets and even submarines to counter the Dolphins. Then the fighting begins and all those weapons Assad formerly had pointed at Israel are being fired on his own people, the army itself is splintered. The man is destroying the economy and rebuilding the country alone will take more money that Syria has so last thing there will be any money for is rebuilding the military and give it another 6 months the economy will totally collapse, people who have money in the bank will loose everything. There are millions of Syrians who are now homless in Syria or living as refugees in Jordan, Turkey or Lebanon so they won't even be able to rebuild the economy for decades and so Syrians will have more important things on their minds than Israel and the longer they keep fighting each other the more Israel benefits from it. The idealists who were willing to give away the Golan for a toilet paper treaty have now been silenced and even Meretz are no longer calling for us to give up the Golan. Olmert who was boasting about how he was on the verge of a deal with Assad isn't patting himself on the back for that anymore. The Syrian relationship with Iran has been damaged. Eventually either us or the Americans will destroy Assads chemical weapons facilities and missiles leaving Syria a smashed country that will take decades to recover. We have benefited alot from this civil war and why should we waste out money and recourses helping an enemy who wants to see us destroyed. In Haiti & Japan they appreciate the help and they have no quarel with Israel something which is not the case with Israel & Syria. Let the arabs and all their oil billions look after their own, not our job to be humanitarians to Syrians.
