Settlement building is proof of that. Regardless of what proposals have been made in decades past Israel has pursued its illegitimate expansion into Palestinian Territory. The Arab Initiative is Israels best option to date granting it ALL it has ever wished for yet it blocks that from success also. Blaming Palestinians for the peace stalemate doesn't fly given all they are asking is for Israel to abide by International Law and comply with Israels previous signed agreement to the Road Map re settlements. These are not preconditions. These are Israels obligations to the Global Community of which it wants to be a part of.
