    It doesn't matter what the Iranian government does with its education policy ... it will fail. Islam prevents students learning. There is some psychological quality about this anti-human ideology which has a permanent and widespread detrimental effect on the poor muslims. Look at every muslim country and you will see irremoveable backwardness. Why? One cannot intelligently just keep rejecting Islam as having any bad effect. Islamic precepts and thought processes and ways of looking at problems are the common basis in the educational systems of all 56 muslim countries ... mainstream islam has to have some contribution to the endless backwardness of these muslim countries. Until individual muslims start rejecting islam (a life and death issue in a muslim country) there will be no hope for these poor oppressed people. I cannot see any way out.
