This plan would be considered thoroughly illegal as it runs through occupied territories -an activity banned by the 4th Geneva Convention. It is done to benefit mainly the settlers (why run a tunnel under Nablus?) and to emphasise the effortless link between Israel and the West Bank. This would imply that Israel actually considers all of this territory as its own, thus clearly the one-state solution already exists -but an apartheid state that discriminates against and imprisons the Palestinian people. Unless the Separation Wall is taken down, the settlements dismantled and there is total equality and freedom for all people in this one-state solution, this proposal is a no-no!
