the question that should be asked and answered is whether or not any lives or property could have been saved if he had accepted the additional fire-fighting equipment offered by rabbi ekstein. if the answer is that the additional equipment would have made a difference, whether or not it is a lynching, he should resign. if the answer is no, and the resources of the firefighters were improved because he was minister, he should stand tough.
