Assad also knows that he can't afford to ever make REAL peace with Israel at worst it may cost him his life when he is treated as a traitor or he may loose his throne. Dictaitors like Assad need an enemy to keep the people focussed on to distract from his own failings and stop ideas like democracy from growing. No more Israel as an enemy Syrians look at their own country and see how bad it is and how even things like water are sold on the black market and they will blame it on Assad because he is the man that makes all the decisions he can't blame somebody else. Unless the people are happy dictaitors need enemies so they can rally patriotic feelings to their country and its leader.
