Currently there is no precursur to a stable Palestinian state. The Palestinian authority is dysfunctional and their ablity to actually implement a peace agreement is nill at this moment. There is however a way to overcome this and guarantee the formation of a stable Palestinian state as the peace proceeds. It is to agree ahead of time that negotiations on a staged, detailed implementation agreements will follow the final status negotiations being undertaken now. Such a staged and detailed implementation plan will allow orderly transfer of power from Israel to the palestinians so that each of the sides can see that the other is actually carrying out its part in turn at each of the steps. This will alow a reconstruction of the Palestinian governance and police force at a pace which can be handled and with the knowledge ahead of time that if all the steps are carried out the final status will indeed be reached. This is unlike the Oslo process nobody knew where it leads.
