When a religious body like the Chief Rabbinate of Israel becomes irrelevent, outdated, non-approachable and rigid in Halacha interpretation, it causes disunity in Jewish ranks as well as driving Jews away from Judaism. The pain that this awful, nepotistic, burocratic institution has caused to many people whose Judaism is in doubt can be judged by actions rather than words. This applies to many facets of Jewish life when it comes to divorce, marriage, kashrut and politics. In theory there is separation of synagogue and state but in practice one has to use their services whether one wants to or not. The writer of the article has made his point as to the failings of this institution and he is correct.
