Technically, al countries have the same right to technology. Morally, one would legitimately argue that if one country ever expresses wishes to eradicate any other country, then probably it is morally unadvisable to let this country possess WMD or any technology that would get this country closer to possess WMD. I believe Israel never threatened to eradicate any other country. I"m sure Iran did.
