Dr. Emily B. Landau states, "Indeed, the ten-year crisis with Iran began when it became apparent that Iran had cheated on its commitment. Therefore the “new” idea for a solution is merely restating what is already in place, the problem being that Iran broke the rules." I would be very grateful to the author if she explained in clear language in what way Iran "cheated" and "broke the rules." To the best of my knpowledge, enreachment is the right of all signatories to the NPT treaty. Iran is accused of having enriched `clandestinely'; was not this because she was denied her right to enrichment? I believe what Dr. Condoleezza Rice pointed out to in a recent conversation is the crux of the problem. `Iran should not be allowed to enrich,' period. Why, because enriching to nuclear grade requirmenst is a matter of impovement in engineering skills.
