Definitely has the right to have access to nuclear technology, but only in keeping with the regulations set by the IAEA. The fact that Iran keeps refusing unfettered access to all nuclear sites is reason for suspicion, if not alarm. As Iran presented itself to the world it is not to be trusted with its nuclear programme. The current sanctions are a legitimate answer to Iran's behaviour, and if they don't succeed a long and destructive bombing campaign should be the next step. Your Iran is a pariah state, nothing else.
