Hello Mark, It has been announced by the US in the last couple of days that the final Israel/Palestine borders can only be fixed by agreement of both sides. So as you say, and as I have been saying, the convergence plan is only an interim step. I think Bush said it now, before Olmert's trip to the US, so that they don't need to be subjected to nonsensical arguments when the end result is so clear. As I said in #14, I believe a peace agreement with Abbas NOW, is very possible. I agree that it would be good to ratify this by popular vote. In fact, Israel has a law which requires a referendum if sovereign land (like part of Jerusalem) is to be given away. So a referendum will happen in Israel if Jerusalem is divided. As far as the PA, my preference is that Abbas call new parliamentary elections. Let the election be contested between parties supporting the peace agreement and those opposing. The agreement will need to be implemented (by the party in power). It is better that Fatah does it.
