The main goal of Hezbollah's political wing was to ensure that it's military wing operates legally under state cover, it is an extension of their military wing. In recent years however, I think the United States is has been trying a carrot and stick approach with Hezbollah to lure it into the political scene and away from military activities. I believe some elements in the US administration envisage HA undergoing a smooth transition that will diminish it's emphasis on military activities. This is not exclusive to Obama's administration but in fact started during the Bush administration time, although now it's more comfortable to talk about it in public.
