Where there is power there is corruption. It is a depressing thing to say, but true. Democratic institutions will not guarantee good governance. You only have to look at the US, Canada, and Israel, where longstanding democratic traditions are being destroyed brick by brick. Look at Lebanon, the one Arab country where democracy has a chance. One political dynasty has crippled government for the past six years. The new rulers of Egypt will soon feel the temptations that came Mubarak’s way. Egyptians must not imagine that democratic institutions will guarantee democratic rule. What is needed is independent advocacy groups which will keep tabs on the politicians and mobilize peaceful demonstrations whenever the government deviates from the public interest. This kind of extra-parliamentary monitoring is completely missing in the Arab World and is very sorely needed.
