Panetta has just ruled out any attack on Iran **unless** it starts to enrich its uranium to weapons-grade. The Iranians have shown not the slightest inclination to do that, so "all options are on the table" is an empty threat i.e. the Iranians can develop the capability, so long as they don't actually put uranium inside a bomb.....
