In 1940, after the defeat of France and the retreat from Dunkirk, the British had no effective long range bombers and it was inconceivable that they would ever be able to bomb German cities. During a German air raid the head of Bomber Command, Air Vice Marshall Harris was watching London burn when he turned to an aide (who was urging Harris to go to a shelter) and Harris said "Well they are sowing the wind".
