and thus are immoral. It's immoral to target a civilian population, no matter how, to make it suffer for the government's "crimes". And since it isn't their government that is imposing sanctions on them, I fail to how the populace will arrive to the conclusion that sanctions are their leaders' fault -- they will instead blame the sanctioning world powers. We already saw this! Iraq in the 1990s! Hundreds of thousands of kids who starved to death but no one brought Saddam down.
