The answer to any question is conditional on who is asking and why. Frequently, the answer to the same question will be quite different, depending on the circumstances. For some questions, such as "Does Israel posses nuclear weapons?", the answer is well known, but Israel must decline to answer, as if this erases the knowledge from the minds of the world. For other questions, such as "Why did Israel lose the recent war in Lebanon?", a committee must be convened and the court system must participate and the political machinery must grind for more than a year and the answer is still unknown. The answer to this question is no mystery to non-Israelis. Poor decision making at the top, combined with IDF unreadiness and fear of casualties, combined with overall Israeli hubris. The same craziness applies to "border control".
