Security forces (such as the Presidential guard, "military", or intelligence) are not your typical order police. The police happens to be under the control of the government (Hamas). We are obviously witnessing a power struggle between two governmental authorities. As I indicated in #72, both sides may have legitimate claims here. In better organized countries there would be a constitutional court to resolve such a dispute. As I recall, the PA Basic Law provides for the court but it may not yet be in operation. I hope a Palestinian contributor to this forum would let us have more info on this. In any event, a force such as Hamas has created, made up not only of Hamas members but also Fatah and others, seems the best way to control inter-militia violence.
