To my admittedly non-orthodox eyes the ladies in question look perfectly modest, with no offending flesh showing. Maybe the paper could have left the ladies in by photoshopping a burqa on them? However, the modesty claim seems hollow to me. Could it be that the presence of women at a high level policy meeting was the problem?
