Without strict control of borders a country is not sovereign and a lack of punishment encourages more of an influx. Israel particularly is subject to adverse outcomes as a small state whose demographics could be changed by an influx of the desperate to include those who just love to have more and more children for the state to take care of. I only regret that the U.S. does not have the same ability to enact a similar law.
