Collective groups of Jews will not be permitted at any time to pray on the Temple Mount any more than Muslims will be allowed to hold collective prayer at the Kotel. The Temple Mount,under centuries old status quo, is a Muslim shrine intended only for collective Muslim prayer. Jews are welcome to visit the site as tourists or art historians but not as a collective body whose intention is to lay claim to the site and reverse the status quo.
