Because the actual expectation is that it will be less the Palestinians, and more the settlers and their wing sympathizers, who'll present the biggest threat to the stability of the agreement...and Israel has already proven that it'll not ruffle a hair on a Jewish head to protect a Palestinian. Hamas presents a different problem, of course, but your reference is clearly to the West Bank.
