If the report is true, it would make some sense for Syria to have missiles as a deterrent. Passing them through to Hezbollah makes little sense. But then it makes little sense for the US to keep Lebanon mostly defenseless against Syria and/or al Qaida, either. They then become more reliant on Hezbollah by default. It is not like the government of Israel has any benign intent towards either Lebanon or Syria. Syria and Lebanon both need deterrents. Especially since Israel has decided on its current government, unwilling even to consider creating any atmosphere conducive towards achieving peace with anybody.
