There is no basis for them if Iran has not even decided yet to build a nuclear weapon (in fact, they have literally made doing so punishable by death, amongst other means of explaining ad nausea how Iran's program is civilian only). Iran is owed damages from the time of sanctions plus interest. Accountability and justice go hand in hand. Who will stand this moral high ground??
