Russia will not allow any meaningful UN resolution or intervention in Syria, and they have a veto power. The basic reason is that Assad promised Russia a military naval base in a Syrian port (in return for weapons). To counter this, the Arab states could do either one of two things: 1. Get Egypt or another Mediterranean state to offer Russia a base, OR 2. Demand that the US 6th Fleet leaves the Mediterranean, in which case Russia will have no need for the base. Option 2 is of course the best one. Indeed, the 6th Fleet serves no useful purpose after the end of the Cold War. Whatever use it has today can be picked up by the EU. For example, controlling pirates there. The move will also be good for the US: Stop wasting limited defense resources on ghosts of the past.
