If the PA's failure to establish control in Gaza leads to attacks on Israel, then Israel has the right to take appropriate military actions to protect itself. This does not mean that Israel has a right (or ever had a right) to establish civilian settlements in occupied territory. Theoretically the same principal prevails in the West Bank. The right to take appropriate military steps to protect Israel does not provide a justification for civilian settlements, let alone their expansion. However, if the PA can't or won't take steps to pacify Gaza they will find that the political will in the U.S. and Europe to pressure Israel into a just settlement will be considerably weakened, and the conflict will continue.
