It would have first apologize to his ally (that was what Turkey was supposed to be, no?) and then call for a common transparent inquiry associating experts from both countries to find out what went wrong... This is usually how friend state deal for instance with their friendly fires exchanges, but Israel never act in this sense. Bibi's government rather immedialtly said that it wouldn't apologize and that it would refuse an independant investigation.... Well what would you do else if you have things to hire, particularly a deadly intent and a stupid chain of command with top political people personnaly responsible in such a mess?
