I would build a reactor in plain sight to keep the Israelis entertained. Whilst building another in a mountain somewhere to produce Plutonium for a peacekeeper missile. So if I was Syria I would clear up the mess and start again at exactly the same site. Nothing would aggravate the Israelis more. Except this time I would involve the IAEA to monitor it. It has worked for Iran.
