It wouldnt have stopped the cold war neuclear arms race. It would have just meant that the Soviets got there first in everything somebody comes first and somebody comes second. Israel got there first, that doesnt mean the arabs didnt want the things themselves just as much as Israel did. If Israel didnt get the nukes first somebody else would. Up untill 1973 the Egyptians were the superpower of the region, Nasser was building rockets to fire on Israel, they were developing their own WMD programs. Egypt was the real big boy in the region & Israel a second rate millitary power but it used better tactics so it could use inferior weapons and defeat the modern enemy weapons. Asked Egypt if they would want nukes if Israel didnt have them the reply would have been yes we do they wouldnt have said as Israel doesnt have them neither do we. This is flawed thinking on the American side Israel not getting nukes would not have stopped an arms race Israel would just be playing catch up.
