Then quite obviously the Palestinians have an absolute right to retaliate. If Israeli action (settlers and occupation) prevents the creation of a Palestinian state then Palestine has an absolute right to fight for their independence by whatever means they have available to them. Seeing as the Occupation means their economy is in ruins this means terrorism. However if Israel unilaterally decides its borders then Palestinian attacks on Israelis living beyond the 1967 lines cannot be described as terrorist acts. It becomes justifiable. Sad but true.
