The IDF is a means, and not an end. The word "Defence" implies a peaceful purpose, and not an aggressive one, as does "Offence". Consequently, the IDF recognition of the importance of promoting peace with Syria is rational and germane to the IDF mission of protecting the peace of Israel. To this end, Annapolis SHOULD include Golan as a related issue in acknowledgement that the Palestinian main topic is only the first and essential stepping stone to a complete regional peace. Likewise, the role of the Saudi Initiative, which is the actual impetus for this ultimate and final possible round of peace negotiations, should by all means be on the bannerhead of the joint statement being prepared for Annapolis. Give honour and credit where it is due, and the rewards will be manifest.
