    Because Israel says Two States but normally derails the process by failing to comply with previous agreements and International law calling them instead Pre Conditions so seemingly Israel wants a One State Solution by its inaction on Two States. Not to mention it does not want to allow East Jerusalem for Palestinian Capital as per Resolution 181. East Jerusalem is not legally Israels. It is occupied territory.
