First of all Iran is very unlikely to completely abandon its nuclear program, the only thing that's remotely possible is that it'd allow the IAEA to monitor it. Secondly the president isn't the true leader of Iran, decisions such as what you're looking for would come from the supreme leader, so expect no change there just because Iran got a new president. Anyway: a failure to do what he cannot possibly do does not tell us anything about whether the new president is a moderate one or not.
