Obama broke the established rules by calling out Israel re the settlements. But people like Perry are equally breaking the rules by trying to take party political advantage of the tension between Obama and the current Israeli govt. Its always been a quiet beyond closed doors arrangement, where US politicians may speak about human rights, wanting a two state solution etc but act to support Israel's creation of facts on the ground. I think that Netanyahu in his speech to Congress also broke the rules by clearing challenging Obama's earlier speech to the mindless applause of every member of Congress. I just think the old ways well and truly starting to unravel. Hopefully, one of the unintended consequences of this will an increasing American spotlight on Israeli treatment of the Palestinians and that the old gentlemen's agreement is broken.
