    The world has watched for 18 years while Israel has offered limited autonomy to the Palestinians, and used this as cover for entrenching the occupation in the parts of the West Bank it really wants to annex. They have seen how this has undermined the integrity of the entire negotiating process. They want an end to the occupation, with no tricks, period; and are tired of watching a peace process that was supposed to bring this conflict to a reasonable conclusion being used to paste cosmetic changes on the same tired old occupation. This strategy that Aluf Benn suggests - that Israel can use withdrawal from parts of the Occupied Territories not as a means to end the Occupation, but to further entrench it in places like the Jordan Valley - is precisely the mentality that the rest of the world is sick of, and is finally acting to put an end to through the UN.
