The famine was a crime of the communist regime, but I don't think it was genocide, because it was not specifically aimed against Ukrainian people with the intention of exterminating them or part of them. There was no less terrible famine in proper Russian regions, such as Volga region, the southern Russia regions and elsewhere. The intention was to destroy private property for land, turn peasants into state's slaves and probably by destroying the agriculture turning the state from the rural into urban and industrial. The methods were criminal, truly communist, but it was not genocide, it was not aimed against specific ethnic groups.
