Hard to be sure without more details. Makes sense to me to try to integrate these refugees into a country that is not as foreign to them as Israel, one that is more like them, poorer, less educated, and Muslim (or Christian?). Israel (like Western Europe and the U.S.) is having enough difficulty finding work for it's less educated citizens as it is. Or maybe it's that we're not trying hard enough?
