The time to have prevented this was during olmert's govt after the lebanon war showed how poorly israel was in fighting fires which burned up 15,000 acres and israel had to go to europe for resources and fire officials begged them later in the year with another fire when they still didn't have the resources. You need several years from requesting the resources and buying planes to getting them. The time was during the olmert and livni govt that did nothing after the second lebanon war.
