I totally understand why Abbas doesn't want direct talks until the Israeli government demonstrates that it's really serious about making peace. Making peace means making compromises, and the Israeli government (as well as all the previous ones) have yet to show that they're willing to make even the slightest of compromises. Abbas is justly worried about coming out of yet another waste-of-time negotiation looking like an ineffective leader to the people he represents. Maybe that is the Israeli plan.
