Putin announced two weeks ago that a Crimean vote to join Russia will not be necessarily followed by a precipitous Russian annexation. He said there are a lot of issues that need to be examined carefully. He did not want to damp the enthusiasm of Crimea's Russians, but he was signaling that annexation was not really on his mind. So I will put my money on the first scenario, with utmost confidence. Clever dude. He gets what he wants and leaves the rest of the Ukraine plus the debt to the Americans and Canadians.
