The message being delivered in this article implies that Israel is just sitting around minding it's own business, and if Syria attacks it then - gosh! - that will result in Israeli "retaliation". Err, no, you seem to forget that Israel has just attacked Syria. Twice. So an attack from Syria would be the "retaliation", and any further response from Israel would be an "escalation".
