raiding a civilian vessel in international waters is illegal. the soldiers would be the aggressors in this case. now i suppose you COULD make the case that somehow the gaza blockade is legal and therefore the raid was legal, although it would be a stretch. however it would be crucial to get testimony from ALL involved soldiers, detailing how exactly the raid went. of particular importance would be the moments leading up to the raid and how/why they descended unto the boat. for a full and impartial investigation to occur these questions need to be answered by people who were THERE.
