State sanctioned discrimination is buried within the law. Just read Uri Davis's enlightening book "Apartheid Israel". Israel has NO constitition. It has a set of basic laws, but none of them state that all citizens in Israel are equal before the law, irrespective of ethnic, religious, political etc. background. The reason why there is no constitution is that Israel defines itself as not the state of all its citizens, but the state of the Jews. Those who were supposed to draft a constitution were not able to solve the contra-diction between Israel defining itself as a Jewish state and being a democratic at the same time. That is why there is not even a basic law that states that all citizens are equal before the law, as we see in democratic countries. The right for Palestinian Israelis to vote is not much more than tokenism.
