The concept of "states of war" is about as archaic as "declarations of war" (none since 1945, I believe). Because since 1945 there is only "armed conflict" and, so sorry, the last armed conflict ended when Israel declared a ceasefire at the end of Operation Cast Lead. So an Israeli blockade of Gaza can be no more "legal" than a continuation of the Israeli blockade of Tyre following the ceasefire that ended the 2006 Lebanon war.
