This resolution does NOT attempt to "resolve the conflict" nor "replace direct negotiations". What it seeks is a definitive statement of something what the USA itself accepts is true i.e. Israel's policy of trying to unilaterally pre-determine the outcome of any negotiations by building settlements is I.L.L.E.G.A.L., and therefore can not be allowed to continue unchallenged. That the USA is unwilling to challenge it (and, remember, Israeli construction is something that happens OUTSIDE of direct peace negotiations) is a matter over which Clinton and Obama deserve condemnation, not the Security Council.
