Nearly all of Europe was occupied by the nazis during the second world war and did not willingly take part in the Holocaust. Sweden was a neutral country and accepted many refugees during the war from the occupied countries, jews among them. A swedish diplomat in Budapest issued many Swedish passports to Hungarian Jews during the last year of the war and managed to save many jews.
