Russia has the right to question this whether their speculation is right or not. Reading the report it documents for the most part activities up until 2003 and acknowledges that those activities ceased at that point. Why release this now? It further goes on to say that it is not sure that those activities have not resumed but that's not damning in any way. The annex is highly questionable given the group didn't prepare this section but rather it was the work of one individual. I'm making that statement based on earlier news reports in the past week or so. Given that it's old history with uncertainty the release of this report at this time does seem worthy of question.
