    Yes, this is a "ploy" to avoid sanctions. But it is also a signal of reality. UNSC rules were created in a different (dinausaurean) era. Attempting to push US agenda too strongly will meet a serious backlash. India, China, Brazil, Russia are not interested in the sanctions.
