And she needs nine votes EVEN IF she can hold all five permanent members (a very big if indeed), so she still needs four more votes. But here's the rub: so does Iran i.e. if it can get four more "no" votes then the sanctions are dead in the water no matter what the Big Five have cooked up between themselves.
